Professional Services Agreement No. ST2301.201, with EPS Group, Inc for the Armstrong Way and Hamilton Street Improvements Design Services
Proposed Motion:
Move City Council award Professional Services Agreement No. ST2301.201, to EPS Group Inc., for the Armstrong Way and Hamilton Street Improvements Design Services, in an amount not to exceed $143,998.50.
Background/Discussion:
This agreement is for design services related to the improvement of the south half of Armstrong Way from Hamilton Street to approximately 1,250 feet east (excluding development improvements in progress for the Midway project) to the City’s current standards for a collector roadway. This design will also incorporate the half street improvements on the west side of Hamilton Street from Armstrong Way to 420 feet north and from Armstrong Way to 575 feet south. These improvements were identified as part of the City's 2019 Transportation Master Plan and facilitate future mobility and economic development opportunities in the immediate vicinity.
The project scope of work consists of preliminary and detailed design, geotechnical investigation, utility coordination, construction document preparation, and permitting. The agreement completion time is 365 calendar days following Notice to Proceed.
Evaluation:
The selection process was conducted in accordance with City policy and procedure and State law. This project is being performed under the On-Call Consultant Pre-Qualified List for Civil Engineering Services. Staff recommends approval of this agreement with EPS Group, Inc., based on qualifications, relevant firm experience, team experience, project understanding, and project approach.
