Move City Council award Construction Manager at Risk Agreement No. WA2106.401, to Caliente Construction, Inc., for the Pecos Surface Water Treatment Plant Administration Building HVAC and Water Quality Lab Renovation, in an amount not to exceed $1,319,649. |
Background/Discussion: |
The Pecos Surface Water Treatment Plant (SWTP), located at 1475 East Pecos Road, was put into service in 1989. The Pecos SWTP provides potable water to over 275,000 City of Chandler residents, businesses, and industrial customers. This project will renovate the administration building at the Pecos SWTP, including replacement of the existing and failing heating, ventilation, and air conditioning (HVAC) system, water quality laboratory remodel, interior lighting upgrade, and new suspended ceilings. The project scope of work includes demolition and replacement of the existing HVAC system and associated mechanical equipment. Rehabilitation of the existing laboratory will include demolition and a complete remodel which will meet current and future laboratory needs as well as proper accommodations for updated laboratory equipment. Work will also include upgraded interior lighting, an outdoor staircase, and the installation of a new suspended ceiling throughout the building. This Construction Manager at Risk Agreement represents Guaranteed Maximum Price (GMP) No. 1 for procurement of long-lead-time materials, including mechanical units for the HVAC system, structural steel shop drawings, design and engineering for the casework and mechanical items. The subsequent GMP No. 2, scheduled for City Council consideration in Summer 2023, will be for the remainder of the construction services. The agreement completion time is 517 calendar days following Notice to Proceed. A related Professional Services Agreement with Dick & Fritsche Design Group, Inc., for the Pecos Surface Treatment Plant Admin Building HVAC and Water Quality Lab Renovation, is also scheduled for this City Council meeting. |
Evaluation: |
The selection process was followed in accordance with City policy and procedure and State law. Staff recommends agreement award to Caliente Construction, Inc, based on qualifications, relevant firm experience, team experience, project understanding, and project approach. Staff reviewed the GMP proposal and determined it to be reasonable. |
