Professional Services Agreement No. ST2307.201, with EPS Group, Inc., for the Union Pacific Railroad (UPRR)/Willis Road Improvements Design Services
Proposed Motion:
Move City Council award Professional Services Agreement No. ST2307.201 to EPS Group Inc., for the Union Pacific Railroad (UPRR)/Willis Road Design Services, in an amount not to exceed $190,641.50.
Background/Discussion:
This agreement is for design services related to the widening of the Union Pacific Railroad (UPRR) crossing at Willis Road to collector roadway standards. These improvements will match the frontage improvements completed for the adjacent developments, including new signage and striping, sidewalks, curb and gutter, and coordination with UPRR. The project also includes the replacement of a 50-year old, 12-inch potable water main and a new 12-inch reclaimed water main underneath the crossing. The reclaimed water main will provide service to new developments east of the UPRR crossing.
The scope of work includes preliminary and detailed design, geotechnical investigation, utility coordination, construction document preparation, and permitting. The agreement completion time is 365 calendar days following Notice to Proceed.
Evaluation:
The selection process was conducted in accordance with City policy and procedure and State law. This project is being performed under the On-Call Consultant Pre-Qualified List for Civil Engineering Services. Staff recommends approval of this agreement with EPS Group, Inc., based on qualifications, relevant firm experience, team experience, project understanding, and project approach.
Financial Implications:
The UPRR/Willis Road project will be funded by the developer. As part of the developer agreement, a prepayment is made to the City to fund the additional work to be completed. The City has a Lump Sum Capital Reserve that allows for appropriation to be transferred to the project, allowing for the additional developer funding to be spent. $101,672.50 of the Lump Sum Capital Reserve is included as part of this memo.
