Proposed Motion: |
Move City Council award Professional Services Agreement No. ST2308.201, to NFra, Inc., for the Delaware Street Parking Lot Design Services, in an amount not to exceed $194,793. |
Background/Discussion: |
This agreement is for design services related to the improvement and expansion of an existing parking lot and related enhancements at the southeast corner of Chandler Boulevard and Delaware Street, running along the east side of Delaware Street from Chandler Boulevard to Commonwealth Avenue. This area previously included the City's F-86D Sabre Dog fighter jet monument, which was relocated to the Field of Honor Veterans Memorial at Veterans Oasis Park in 2021. This project will clean up the former monument area and better integrate it with the existing Armstrong Park, which runs parallel to the Union Pacific Railroad tracks on the north side of Chandler Boulevard. The area additionally functions as an eastern gateway into Downtown Chandler. Improvements include pavement for 120 parking stalls, lighting, security fencing, drainage, signage and striping, landscaping, adjacent sidewalk, Americans with Disabilities Act (ADA) ramps and crosswalk improvements along Delaware Street between the parking lot and City buildings on Buffalo Street. The project scope of work includes civil and electrical engineering, preliminary and detailed design, topographic survey, utility coordination, coordination with Union Pacific Railroad, geotechnical investigation, construction document preparation, and permitting. The agreement completion time is 281 calendar days following Notice to Proceed. |
Evaluation: |
The selection process was conducted in accordance with City policy and procedure and State law. This project is being performed under the On-Call Consultant Pre-Qualified List for Civil Engineering Services. Staff recommends approval of this agreement with NFra, Inc., based on qualifications, relevant firm experience, team experience, project understanding, and project approach. |
