| Review and Recommendation: |
The primary use of San Tan Brewing is an industrial brewery with an ancillary tasting room. The tasting room, which consists of both indoor and outdoor (patio) space, functions primarily as a beer tasting space for those who tour the facility, though the tasting room is open to the general public. The hours of live entertainment related to this request differ from the previous approval following discussions with nearby residents, the applicant and the staff about outdoor entertainment volume and hours. Two neighborhood meetings were held by the applicant to ensure that the concerns of the residents were addressed. Several residents expressed that while they enjoyed the music from time to time, they would prefer the live music to occur less frequently during the weekdays and for the music to end a bit earlier in general. Under the most recent Entertainment Use Permit approval, live outdoor entertainment is allowed Monday through Thursday for 3:00pm-9:00pm. This allowed the establishment to host live outdoor entertainment up to four times during the week. On Fridays, the live outdoor entertainment is permitted to start at 11:00am and conclude at 10:00pm. As a result of the discussions with neighbors, the following changes are being proposed; live outdoor entertainment during the week is limited to one day a week. The applicant has designated this day to Wednesday between the hours of 3:00pm to 9:00pm. Live outdoor entertainment on Friday now runs from 3:00pm to 10:00pm, while Saturday and Sunday hours remain unchanged as 11:00am to 10:00pm and 11:00am to 9:00pm respectively. For the remainder of the week, live entertainment is limited to indoors. A two-year time condition is being proposed to evaluate compatibility with surrounding land uses. Considering the revised hours of entertainment, Planning staff has reviewed the request and finds it to be consistent with the General Plan and recommends approval. |

- The request was noticed in accordance with the requirements of the Chandler Zoning Code.
- Neighborhood meeting signs were posted on the site and on social media via NextDoor.
- A neighborhood meeting was held on November 4, 2025. Four (4) residents attended the meeting and shared their concerns about volume levels and hours of live entertainment.
- A second neighborhood meeting was held on December 11, 2025. There were 12 people in attendance, five (5) of which were Chandler residents.
- As of the writing of this memo, Planning staff is not aware of any further opposition to the request.

| Recommended Conditions of Approval |
Planning staff find the request to be in compliance with the General Plan and the approved zoning. Planning and Zoning Commission recommends City Council approve the Entertainment Use Permit, subject to the following conditions:
- Substantial expansion or modification beyond the approved exhibits (Site Plan, Floor Plan and Narrative) shall void the Entertainment Use Permit and require new Entertainment Use Permit application approval.
- The site shall be maintained in a clean and orderly manner.
- The hours of live outdoor entertainment shall be limited to Wednesdays between 3:00pm and 9:00pm, Fridays from 3:00pm to 10:00pm, Saturdays from 11:00am to 10:00pm and Sunday from 11:00am to 9:00pm. Live entertainment shall be limited to indoors for the remainder of the week.
- No noise shall be emitted from external speakers in such a manner that exceeds the general level of noise emitted by uses outside the premises of the business and disturbs adjacent businesses and residential areas.
- The establishment shall provide contact information for a responsible person (i.e., brewery owner and/or manager) to any interested neighbors and property owners to resolve noise complaints quickly and directly.
- The Entertainment Use Permit shall remain in effect for two (2) years from the date of City Council approval by the City of Chandler.
