Proposed Motion:

Move City Council award Professional Services Agreement No. WA2203.272, to GHD, Inc. for the Arrowhead Meadows Water Main Replacement  Post-Design Services, in an amount not to exceed $143,420.

Background/Discussion:

The Public Works and Utilities Department's Water Distribution Division currently maintains over 36,000 valves and 1,242 miles of pipe in the potable water system. This project is a continuation of a Capital Improvement Program to replace water mains that are susceptible to main breaks due to age and condition. The program evaluates water infrastructure, identifying high-priority water mains in need of replacement. Replacement of city water mains will result in improved system reliability and reduced liability from water damage as a result of main breaks. This project includes the replacement of approximately 7,550 linear feet of existing water mains with new piping and appurtenances ranging in size from 4-inch to 8-inch in a high-priority ranked area in the central part of the city, Arrowhead Meadows. On May 25, 2023, the City Council approved Resolution No. 5683, authorizing the acquisition of real property rights required to complete this project. The project scope of work consists of pre-construction assistance, meetings, public outreach, engineering design services during construction, permitting assistance, and preparation of the as-built record drawings. The agreement completion time is 575 calendar days following Notice to Proceed. A related Construction Agreement with Lincoln Constructors Inc., for the Arrowhead Meadows Water Main Replacement, is also scheduled for this City Council meeting. A related Professional Services Agreement for construction management services with Dibble CM, LLC, for the Arrowhead Meadows Water Main Replacement, is also scheduled for this City Council meeting.

Evaluation:

The selection process was conducted in accordance with city policy and procedure and state law. Staff recommends approval of this agreement with GHD, Inc., based on qualifications, relevant firm experience, team experience, project understanding, and project approach.
