Tumbleweed Park Multi-Use field Construction Contract with Hunter Contracting Co.
Proposed Motion:
Move City Council award Job Order Project Agreement No. PR2505.401 to Hunter Contracting Co., pursuant to Job Order Master Agreement No. JOC2419.401, for the Tumbleweed Park Multi-Use Field Lighting Upgrade and Cricket Pitch, in an amount not to exceed $607,417.25.
Background/Discussion:
In response to a growing number of resident requests for additional cricket facilities in Chandler, staff evaluated existing multi-use fields to identify locations that could be adapted to support this expanding recreational need. The two multi-use fields located west of the Tumbleweed Recreation Center were selected due to their suitability for an amateur cricket practice space and the minimal infrastructure work required.
In July 2025, the City contracted with J2 Engineering & Environmental Design to prepare construction plans for the necessary lighting and field improvements. The scope of work includes reorienting the existing sports lighting to accommodate cricket while maintaining flexibility for multiple sports, including soccer and flag football programming. As part of this project, the current lighting system will be converted to high-efficiency LED fixtures. This conversion will reduce long-term energy consumption, decrease maintenance costs, and improve overall lighting quality for users of all ages. This project aligns with the 2025 approved bond priorities and is planned within the Tumbleweed Regional Park CIP Program.
These improvements will allow the City to improve play availability for an increasing community demand, enhance recreational access for a diverse and growing population, and ensure the long-term sustainability of the fields. The contract timeline for design completion is 120 calendar days following the Notice to Proceed.
Evaluation:
The selection process was conducted in accordance with city policy and procedure and state law. The costs proposed for this project have been evaluated by staff and determined to be reasonable.
