Proposed Motion: |
Move City Council approve the purchase of signage for the West Chandler Employment Corridor, from YESCO, LLC, utilizing the City of Peoria Contract No. P19-0079, in the amount of $239,937, and authorize the Acting City Manager or designee to sign a linking agreement with YESCO, LLC. |
Background/Discussion: |
During the 2020 Chandler State of the City Address, Mayor Hartke announced the City would launch a branding initiative for the West Chandler employment corridor. West Chandler is one of five designated employment corridors in Chandler, encompassing approximately seven square miles, and is generally bounded west-to-east by Interstate 10 and McClintock Drive, and north-to-south by Ray Road and the Loop 202 Santan freeway. More than 630 businesses are located in West Chandler, employing a total of more than 29,000 workers. In addition, West Chandler is home to more than 23,000 residents spread across nearly 40 neighborhoods. The timing of the West Chandler branding announcement was tied to two key events. First, it followed the adoption of City Council’s 2019-2024 Strategic Framework, a plan that emphasizes maintaining the viability of existing developments. Second, it came two months after the opening of the Loop 202 South Mountain Freeway, which has created new business opportunities in West Chandler by enhancing transportation connections and access to labor. Reinforcing West Chandler’s brand identity will help promote the area for business attraction, visitor attraction, and new development projects. Additionally, the branding initiative will encourage reinvestment by existing property owners and businesses. The Economic Development Division was tasked with launching the branding initiative. As part of this process, staff reached out to local stakeholders, including leading employers, business owners, property owners, real estate brokers, school district officials, and residents. A virtual meeting was held in September 2020 to discuss the initiative and get feedback on challenges and opportunities within the area. Following this, surveys were distributed to get stakeholder input on brand concepts and implementation strategies. According to survey responses, signage is the preferred way to display the West Chandler brand within the area. Participating stakeholders commented that it would distinguish West Chandler from other parts of Chandler as well as neighboring cities. Based on this feedback, staff engaged YESCO to design a West Chandler sign. Staff is now seeking to contract with YESCO to fabricate and install nine signs. |

The City of Peoria competitively solicited and awarded a contract for fixed building, monument and wayfinding signage to YESCO, LLC. The City has a current agreement that permits the cooperative use of the City of Peoria's contracts. The City of Chandler is establishing a linking agreement with YESCO, LLC for cooperative use under this contract. |
Financial Implications: |
Funds for the purchase of signage for the West Chandler Employment Corridor will come from the General Government Capital Projects Fund, Streets Capital Cost Center, Construction or Acquisition Account, City Gateways Program (401.3310.6210.0.6ST718). The City Gateways program is part of the Capital Improvement Program with $300,000 allocated for Fiscal Year 2020-21. |
