Purchase of Security Services
Proposed Motion:
Move City Council approve the purchase of security services from Universal Protection Service, dba Allied Universal Security Professionals, utilizing State of Arizona Contract No. ADSPO18-207131, in the amount of $165,000, and authorize the City Manager or designee to sign linking agreement with Universal Protection Service, dba Allied Universal Security Professionals.
Background/Discussion:
The Chandler Public Library has contracted with Allied Universal Security Professionals for unarmed security services since May, 2020. Uniformed security presence has a direct impact on the Library’s ability to provide a safe, approachable and inviting environment. Security officers patrol areas that staff cannot efficiently or frequently monitor, such as the building exterior, bathrooms, and alcoves. The uniformed presence also serves as a deterrent for crimes of opportunity, such as theft or vandalism

In addition to security services for the Chandler Public Library, the Pecos Surface Water Treatment Plant (SWTP), located at 1475 E. Pecos Road, also uses this security contract to prevent access to the facility. Pecos SWTP must maintain a high degree of site security to prevent access to the facility by unauthorized parties. Security coverage of Pecos SWTP is during the daytime hours each day.
Evaluation:
The State of Arizona competitively solicited and awarded a contract for security services. The City has a current Intergovernmental Agreement with the State of Arizona that permits the cooperative use of the State's contracts. The City of Chandler has an existing linking agreement with Universal Protection Service, dba Allied Universal Security Professionals for cooperative use under this contract. Staff reviewed vendors on the State of Arizona Contract for armed/unarmed security services. Universal Protection Service, dba Allied Universal Security Professionals, was selected because of costs, experience and knowledge of Library and Pecos SWTP. It has been verified with the State that the State's contract will be extended through July 11, 2022.
