Proposed Motion: |
Move City Council approve Agreement No. PW1-285-4255, with Consolidated Electrical Distributors dba Arizona Electrical Supply and Border States Electric, for the purchase of LED luminaires and photocontrols, in a combined amount not to exceed $380,762, for a one-year period, June 1, 2021, through May 31, 2022, with the option of four additional one-year extensions. |
Background/Discussion: |
The City's Transportation Division is responsible for the maintenance of streetlights. Out of 29,500 streetlights currently in the City's inventory, approximately 14% are light emitting diode (LED). This contract will allow the purchase of the more efficient LED luminaires to replace the existing less efficient high pressure sodium light fixtures. For a typical arterial road streetlight, the energy consumption is reduced from 250 watts to 120 watts. The conversion to LED will be completed on the arterial roadway network before systematically replacing the lighting in neighborhoods in future years. |
Evaluation: |
On April 1, 2021, City staff issued Invitation for Bid No. PW1-285-4255, for LED luminaires and photocontrols. Notification was sent to all registered vendors. Eight (8) responses were received from the following bidders:

5. Lighting Unlimited |
2. Border States Electric |
6. Stellux LED LLC |
3. DP Electric, Inc. |
7. Voss Electric Company dba Voss Lighting |
4. Eco Engineering, Inc. |
8. Wesco Distribution, Inc. |
The bids from Stellux LED LLC, Voss Lighting, and Wesco Distribution, Inc., were deemed non-responsive. Staff recommends award to Consolidated Electrical Distributors, Inc., dba Arizona Electrical Supply, and Border States Electric, as the lowest responsive and responsible bidders. The term of these agreements is June 1, 2021, through May 31, 2022, with the option of up to four (4) one-year extensions. |
