Purchase of Maintenance, Repair, and Operations Supplies and Related Services
Proposed Motion:
Move City Council approve the purchase of maintenance, repair, and operations (MRO) supplies and related services from WESCO Distribution, Inc., utilizing Omnia Partners Contract No. R192008, in an amount not to exceed $1,850,000, and authorize the City Manager or designee to sign a linking agreement with WESCO Distribution, Inc.
Background/Discussion:
The Pecos Surface Water Treatment Plant (SWTP), located at 1475 E. Pecos Road, was built in 1987 and placed into service in 1989. The facility houses a number of Public Works and Utilities Department staff and is the central hub of all water treatment and distribution for the City of Chandler. The power systems at the Pecos SWTP are critical infrastructure providing power for the delivery of safe, reliable drinking water to every resident, business, and industry in Chandler.
Recently, a routine inspection of the transformers which supply electrical power to most of the facility uncovered signs of degradation to the internal cooling systems. These cooling systems are critical to the overall performance and reliability of the transformers. Further investigation revealed the transformers have an expected 20 to 30 year lifespan and have been in service for 33 years. Additionally, the transformers are considered obsolete as parts are no longer available to service the units.
Accordingly, staff worked with Wesco/Eaton representatives to develop a scope and fee associated with replacing the obsolete transformers. Due to the age of the equipment, the systems cannot be repaired and must be replaced. This approval will provide for the purchase and installation of two new power transformers, new wiring, and associated support equipment.
Evaluation:
Omnia Partners competitively solicited and awarded a contract for MRO supplies and related services to WESCO Distribution, Inc. The City has a current Intergovernmental Agreement with Omnia Partners that allows for cooperative use of its contracts. The term of the Omnia Partners' contract is valid through March 31, 2023.
