Resolution No. 5485 authorizing a grant agreement with the Federal Aviation Administration (FAA) to accept a grant in an amount not to exceed $300,000 for reconstruction of drainage headwalls on Runway 4L-22R at Chandler Municipal Airport; and authorizing the City Manager, or designee, to execute the grant agreement and all other documents necessary to effect the agreement.

Move
City Council pass and adopt Resolution No. 5485,
authorizing a grant agreement with the Federal Aviation Administration (FAA) to accept a grant in an amount not to exceed $300,000 for reconstruction of drainage headwalls on Runway 4L-22R at Chandler Municipal Airport; and authorizing the City Manager, or designee, to execute the grant agreement and all other documents necessary to effect the agreement.
Background:
The City anticipates receiving a grant from the Federal Aviation Administration (FAA) for the reconstruction of drainage headwalls on Runway 4L-22R (the north runway) at Chandler Municipal Airport. The headwalls were identified by the FAA as a potential safety issue as part of the agency’s annual Runway Safety Action Team process. The headwalls protrude over the pavement grade and the solution is to demolish the headwalls and install drainage channels at grade. The work is planned to occur over a two-week period and will result in nightly closures of the north runway. On November 5, 2020, City Council authorized Resolution No. 5426 to accept an FAA grant of $150,000 for this project.
Per discussions with the FAA, there is up to $300,000 in federal funding available for this project. Recent construction bids resulted in an increase in construction costs of more than $80,000, resulting in a current, estimated project cost of approximately $261,000, exclusive of staff costs. This authorization will allow the city to address the increased construction costs and recoup staff time associated with this project.
Financial Implications:
This project is in the Capital Improvement Program (CIP). The grant represents up to $300,000 and no local matching funds are required.
