Resolution No. 5487, Authorizing the City Manager or Designee to Approve Applications for Special Events and Temporary or Permanent Extension of Premises for Alcohol Consumption, Resuming Application Fees with a Maximum Fee of $100 per Application, and Resetting Time Limits for Temporary Sales and Promotional Events Beginning June 1, 2021
Proposed Motion:
Move City Council pass and adopt Resolution No. 5487, authorizing the City Manager or designee to approve applications for special events and temporary or permanent extension of premises for alcohol consumption, resuming application fees with a maximum fee of $100 per application, and resetting time limits for temporary sales and promotional events beginning June 1, 2021.
Background:
On October 15, 2020, City Council approved Resolution No. 5414 authorizing the City Manager or designee to approve applications and waive fees for the temporary or permanent extension of premises for alcohol consumption and waive time limits for temporary sales and promotional events during the COVID-19 pandemic.
As the pandemic and economic activity continue to improve and federal, state and local Executive Orders are rescinding restrictions, several programs in Resolution No. 5414 need further action. A City Council Work Session regarding Post-Pandemic Programs took place May 13, 2021. The attached Resolution No. 5487 details the decisions from the Work Session to effect the following:
Section 1. Authorizes the City Manager or designee to approve applications for special events and temporary or permanent extension of premises for consumption of alcohol.
Section 2. Authorizes the City Manager or designee to resume charging application fees for special events and temporary or permanent extension of premises for alcohol consumption beginning June 1, 2021. Fees for special events and temporary extension of premises for alcohol consumption shall not exceed $100 total per application.
Section 3. Authorizes the City Manager or designee to reset the 48-day time limit for Temporary Sales and Promotional Events to begin on June 1, 2021, under City Code Section 32-1.
Financial Implications:
The City Fee Schedule will resume as of June 1, 2021, with a $100 nonrefundable application fee for a permanent extension of premise, and a $25 non-refundable, per day, application fee not to exceed $100 for special events and temporary extension of premise for alcohol consumption.
