Background/Discussion: |
This project is for the design of the expansion of the Tumbleweed Recreation Center (TRC), located at 745 E. Germann Road. In 2017, the Community Services Department (CSD) in concert with PROS Consulting, conducted a Senior Needs Assessment, targeted survey, and amenity spatial analysis. Presented to Council Subcommittee on November 5, 2018, the findings from the assessment showed that overall the senior programs offered have performed effectively, but space constraints in the existing Senior Center, a dated facility with significant future capital needs, and an aging population with changing needs supported the City taking steps to develop a Multigenerational Recreation Center Feasibility Study. On December 12, 2019, Council approved a contract with GreenPlay, LLC, to conduct this study, and the recommendations were presented to City Council on September 29, 2020. Recommendations found sufficient demand to justify a new facility in Chandler and that the current Senior Center and Community Center were outdated and undersized. Several options were presented to Council and included the option of a new or re-purposed facility in West Chandler or Southeast Chandler, or an expansion of the existing Tumbleweed Recreation Center (TRC). City Council directed staff to investigate a possible expansion of the TRC and funds were budgeted for this effort. A Request for Qualification (RFQ) for design services was initiated, and staff recommends approval of an agreement with Barker Rinker Seacat (BRS) Architecture. It is anticipated that the expansion of TRC would include an additional gym and versatile programming space. The expanded programming space is envisioned to accommodate a variety of active and passive recreation programs targeting all ages and ability levels and would enable the City to relocate select programs and services provided at the existing downtown Community Center and Senior Center to the new facility. As part of the design process, BRS will work closely with staff to engage the public (with an emphasis on seniors/active adults) in information gathering surveys and workshops to determine the design of the facility and what programs/services should be provided at the facility. The project scope of work consists of architectural and engineering design services for the building expansion, additional parking spaces, restoration of adjacent park amenities and stormwater systems, as required. The contract completion time is 483 calendar days following Notice to Proceed. |

The selection process was conducted in accordance with City policy and procedure and State law. This project is being performed under Request for Qualification (RFQ) for consultant selection to provide Design Services. Staff recommends approval of this agreement with Barker Rinker Seacat Architecture based on qualifications, relevant firm experience, team experience, project understanding, and project approach. |
