Review and Recommendation: |
The proposed entertainment and karting facility would be the first of its kind in Chandler and the first Andretti facility within Arizona. Andretti offers a variety of indoor recreation activities, including kart racing, laser tag, arcade games, bowling, dining, and more. The proposed use is consistent with the existing commercial zoning and complements surrounding land-uses by offering a unique experience not currently found near the employment and residential centers within the Airpark Area. The request was reviewed for compliance with the design standards established within the CAAP, which was recently updated and approved by the City Council in October, 2021. The site consists of a single tilt-up concrete building of approximately 96,000 sq. ft. in size, located on the northwest corner of the site with parking lining the arterial frontages and pedestrian connections leading to the entrance on the east elevation. The proposed development, while being commercial in use, utilizes forms and materials that are consistent with the airpark area and marry the industrial scale of the area with inviting commercial elements. A mix of materials are proposed including stucco, metal paneling, glazing, and stone veneer. The tilt building consists of varying unifying elements such as the checkered recesses, angled pop-out, and stone veneer wainscot. Further, glazing is used strategically on the most visible elevations to provide a higher level of quality. The entrance features enhanced articulation to delineate its function and provide a strong focal point for the building. In short, the proposed development complies with CAAP's design guidelines that aim for higher level of design and quality materials in industrial type developments within the Airpark Area. Planning staff has reviewed the request and supports the proposal citing consistency with the General Plan and Chandler Airpark Area Plan, Planning and Zoning Commission recommend approval subject to conditions. Traffic Analysis |
The proposed development does not warrant a Traffic Impact Analysis and, according to the City Traffic Engineer, the existing improvements on Cooper Road and Northrop Boulevard are designed to handle the traffic generated by the proposed development. |
Public / Neighborhood Notification |
- The request was noticed in accordance with the requirements of the Chandler Zoning Code.
- A neighborhood notice was sent in lieu of a neighborhood meeting due to lack of adjacent residential properties.
- As of the writing of this memo, Planning staff is not aware of any opposition to this request.

Recommended Conditions of Approval |
Planning staff find the request is in compliance with the General Plan and Planning and Zoning Commission recommends approval of the Preliminary Development Plan, subject to the following conditions:
- Development shall be in substantial conformance with the Development Booklet, entitled “Andretti Indoor Karting & Games” and kept on file in the City of Chandler Planning Division, in File No. PLH21-0081, modified by such conditions included at the time the Booklet was approved by the Chandler City Council and/or as thereafter amended, modified or supplemented by the Chandler City Council.
- The landscaping shall be maintained at a level consistent with or better than at the time of planting.
- Landscaping plans (including for open spaces, rights-of-way, and street medians) and perimeter walls shall be approved by the Planning Administrator.
- The landscaping in all rights-of-way shall be maintained by the adjacent property owner or property owners' association.
- Sign packages, including free-standing signs as well as wall-mounted signs, shall be designed in coordination with landscape plans, planting materials, storm water retention requirements, and utility pedestals, so as not to create problems with sign visibility or prompt the removal of required landscape materials.
- Signage shall follow all applicable criteria of the City of Chandler Sign Code, unless noted within the Development Booklet.
- Fifty percent of the trees planted along the arterial streets shall be a minimum of 36-inch box and a minimum 12-feet in height at the time of planting.
- All mechanical equipment, including HVAC, utility meters, etc. shall be screened from view by material(s) that are architecturally integrated and consistent with the proposed buildings.
- Preliminary Development Plan approval does not constitute Final Development Plan approval; compliance with the details required by all applicable codes and conditions of the City of Chandler and this Preliminary Development Plan shall apply.
- A minimum of eight electric vehicle charging stations shall be provided on-site.
