Annual Membership Fee for Valley Metro Rail, Inc.
Proposed Motion:
Move City Council authorize payment of the Fiscal Year 2021-2022 annual membership fee for Valley Metro Rail, Inc. (Metro), in the amount of $49,995.
Background/Discussion
The City of Chandler joined Valley Metro in 2007 and pays an annual fee to cover the administrative costs associated with the City’s membership in the organization. As a member of Metro, the City is able to leverage their staff experts and resources for a variety of transit studies in Chandler. Regional transit systems, such as bus rapid transit, require years of advance planning and coordination with participating communities as well as regional, state, and federal agencies. Approximately 50% of membership fees contributed since 2007 have funded transit studies.
Upcoming and previous studies include the following:
• 2022 – Chandler Airpark Area Flexible Transit Study – This study will look at flexible transit options, including microtransit, for the airpark and surrounding areas, including examining potential partnerships with the Town of Gilbert in serving this area.
• 2021 – Price Road Flexible Transit Study - This study analyzed microtransit and other flexible transit options for the Price Road corridor and the southwest Chandler area. Progress made in this study played a vital role in the City’s award of a $2 million “A for Arizona” Grant and implementation of the new Flex Transit Service scheduled to begin July 2022.
• 2021 – Arizona Avenue Alternatives Analysis (AAAA) – This study analyzed potential high-capacity transit (HCT) along Arizona Avenue, Chandler Boulevard and Price Road, analyzing transit types and examining the impact of new technologies on HCT. The recommended alignment alternative for future HCT is Arizona Ave.
• 2017 - Fiesta-Downtown Chandler Transit Corridor Study (FDCTCS), which conducted an in-depth analysis of high capacity transit along Arizona Avenue in Chandler and recommended an alignment for future high capacity transit in Mesa.
• 2012 - Arizona Avenue High Capacity Transit Long Range Study, which provided a high-level assessment of the Arizona Avenue corridor’s feasibility for future high capacity transit and presented recommendations for future bus service and for land use planning policies.
• 2003 - High Capacity Transit Investment Study which designated Rural Road, Chandler Boulevard, and Arizona Avenue as corridors for future development of high capacity transit systems.
This item does not in any way advance or commit the City of Chandler to the development of light rail within the community. The City currently has no plans for the addition of light rail as a transit mode.
