Purchase of SCADA Network Hardware Upgrades
Proposed Motion:
Move City Council approve the purchase of SCADA network hardware upgrades, from Sentinel Technologies, Inc., utilizing 1GPA Contract No. 22-02PV-18, in an amount not to exceed $800,000.
Background/Discussion:
The Ocotillo Water Reclamation Facility (OWRF), located at 3333 S. Old Price Road, treats 18 million gallons per day of the City’s wastewater to an A+ effluent quality standard for delivery to the City’s reclaimed water system. Operational control of the wastewater treatment system relies heavily on automation to optimize treatment systems and to reliably communicate with the wastewater facilities. This automation system, commonly called Supervisory Control and Data Acquisition (SCADA), controls and monitors the OWRF and the reclaimed water distribution system.
The SCADA system is composed of a series of ethernet/fiber optic switches, servers, process logic controllers, and computers that are all connected using fiber optic cable. Currently, there are multiple switches and servers that are beyond their service life and are no longer be supported by their manufacturers. Staff recommends that all outdated and unsupported servers and switches be replaced to avoid unexpected and costly breakdowns of the SCADA system. This project is for the purchase and replacement of all servers and switches that are at the end of their service life at OWRF. These updated items will bring the SCADA system up to current industry standards and ensure that the facility remains consistently operational and secure.
Evaluation:
Paradise Valley Unified School District competitively solicited and awarded a contract for technology and audio/visual solutions to Sentinel Technologies, Inc., on behalf of 1GPA. The City has a current agreement with 1GPA allowing for the cooperative use of their contracts. The 1GPA contract is valid through December 8, 2022.
