Proposed Motion:
Move Historic Preservation Commission approve PLH23-0031 Mic Drop Mania Sign, approval of a sign that deviates from code, subject to conditions as recommended by Planning staff.
Background/Discussion
Mic Drop Mania is located at 51 E. Boston Street, in between Inchin's Bamboo Garden and Soho 63. This review was triggered due to deviations from the sign code of the City Center District (CCD). The proposed sign is internally illuminated with LED's and features changeable individual letters. Per the sign code section applicable to the CCD, hanging blade signs located below the colonnade shall not be illuminated and shall not have changeable copy. There is, however, precedent in approving such signage, as a similar sign was approved by the City Council at the northwest corner of Arizona Avenue and Frye Road, though the sign was never installed. According to the applicant, the red outline shown on the sign exhibits is for graphical purposes only, and the actual sign will have a white or black outline. Staff is proposing a stipulation to this effect.
The proposed signage is approximately 15.4 sq. ft. which is within the allowable 16 sq. ft. Staff feels that the proposed signage is reasonable and harmonious with the existing historic architecture due to the small scale and mid-century feel of the proposed modification. Staff finds that the proposed signage compliments the character of the existing buildings and that of Early Twentieth Century commercial style.
National Register of Historic Places:
The subject building is on the National Register and is a contributing property.
Recommendation:
Upon finding the proposed exterior signs to complement the existing Early Twentieth Century Commercial style of architecture, Planning staff recommends the Historic Preservation Commission approve PLH23-0031 Mic Drop Mania Sign, subject to the following conditions.
The sign shall be in substantial conformance with Exhibit A, kept on file in the City of Chandler Planning Division, in File No. PLH23-0031 Mic Drop Mania Sign.
The red outline depicted in Exhibit A shall be replaced with white or black.
A sign permit must be processed for the subject signage.
