Agreement No. PW3-918-4551, with Arcadis U.S., Inc., for Advanced Metering Infrastructure Consultant Services
Proposed Motion:
Move City Council approve Agreement No. PW3-918-4551, with Arcadis U.S., Inc., for Advanced Metering Infrastructure (AMI) Consultant Services, in an amount not to exceed $662,065.
Background/Discussion:
The City currently collects approximately 87,000 monthly water meter reads visually or using drive-by reading technology through automatic meter reading (AMR). This information is gathered by the Utilities Metering Services Division and provided to the Utility Services Division which produces and distributes monthly bills to the City’s utility customers. For many years, the City has been upgrading its water meters in preparation for fully automating meter reading capability. The improvements necessary for this include an antenna collector system and integration with utility billing and meter reading software programs. The metering, collector systems and software are collectively referred to as Advanced Metering Infrastructure, or AMI.
AMI will be used to collect water use data for billing and provide access to customers to view their daily water consumption data via a customer portal. When completed, the AMI metering system will aid in more accurate billing, quicker notifications of failed or problematic meters, as well as water conservation by providing customers with daily water use data and potential leak notifications.
The project scope of work consists of project management support and technical advisory services, including needs assessment and financial analysis. Arcadis will also provide oversight, testing and quality control of the equipment installation and advisory services on the customer portal and assist in the development of Standard Operating Procedures for the new system. The project duration is expected to take 24 months following Notice to Proceed.
Evaluation:
On October 24, 2022, City staff issued Request for Proposal No. PW3-918-4551 for AMI consultant services. Notification was sent to all registered vendors. Five proposals were received from the following offerors:

Black & Veatch Management Consulting, LLC
E Source Companies, LLC
MeterSYS, LLC
The Shpigler Group
The Evaluation Committee evaluated the proposals and recommends award to Arcadis U.S., Inc., which submitted the most advantageous offer to the City in accordance with the evaluation criteria.
