Background/Discussion: |
This project has been identified in the Chandler Transportation Master Plan 2019 Update as a near-term (2020-2025) Bicycle and Pedestrian Recommended Project. A preliminary design study was completed in 2022. The preliminary design effort conducted public outreach and developed 15% design plans for the project. Public outreach consisted of targeted stakeholder outreach to neighboring homeowner associations and businesses and an open-house style public meeting held on August 22, 2022. More information on public feedback received at the open house can be found in Attachment 3. Additional public outreach will be conducted throughout the final design process. This project will improve existing pedestrian and bicycle facilities along the Highline Canal and the Kyrene Branch Canal. The designer will provide plans for improving existing public paths with 0.9 miles of 10-foot wide concrete to enhance the shared use path along the Salt River Project’s Kyrene Branch Canal at the Kyrene Road and Knox Road intersection, and continuing in a southwest direction to just south of Linda Lane. The designer will also provide plans for a quarter mile of 10-foot wide concrete on an existing shared use pathway along Salt River Project’s Highline Canal beginning from the paved path’s existing terminus at the City of Chandler's shared municipal border with the City of Tempe and continuing southwest to Orchid Lane. Additionally, the design will also provide new bike lanes on Orchid Lane and 54th Street to provide connections to Ray Road bike lanes and regional commercial centers. Both canal paths will enhance connections with regional paved paths existing in Tempe. The project scope of work consists of data collection, public utility coordination, progress meetings, public and stakeholder meetings, project management, design survey, right-of-way coordination, geotechnical services, environmental services, plans, specifications, engineering estimates, submittals, and bidding assistance. The Agreement completion time is 250 calendar days following Notice to Proceed. Based on public feedback received during the preliminary design study, the following strategies will be explored during final design to better address these key concerns:
- Coordinate with SRP to install gates or other physical barrier to restrict vehicular access
- Install pet waste stations and trash receptacles along pathway
- Explore signage and other potential solutions to clearly differentiate private property from the public right-of-way
- Consider alternatives to pavement markings on residential street crossings
- Provide shields on path lighting to prevent light spillage into private residences
- Coordinate with the City of Tempe to explore extending sidewalk south from the canal on the west side of Kyrene Road where there is currently a gap in the sidewalk.
- Explore solutions to reduce visibility into adjacent residential backyards
- Reduce the scale of or consider an alternative location for vertical elements (such as wayfinding and trail amenities) in areas with high visibility from existing residential areas
- Explore end-of-trail access near Linda Lane, including coordinating potential partnerships for trailhead parking and trail access
- Consider strategies to minimize bicycle and pedestrian conflicts through alternative design considerations, such as pavement markings, concrete texturing or modifying concrete width, if needed

Evaluation: |
The City’s selection process was conducted in accordance with City policy and procedures and State law. Staff recommends approval of this agreement with Kimley-Horn and Associates based on qualifications, relevant firm experience, team experience, project understanding, and project approach. |
Financial Implications: |
The majority of this project will be funded through federal grants. This project has been awarded $464,000 in design grant funding and $3,339,000 in construction grant funding. Additional grant funding may be pursued if cost estimates during design come in higher than the provided construction grant funding. |
