Agreement No. CM9-918-4069, Amendment No. 3, for Transportation Consulting Services
Proposed Motion:
Move City Council approve Agreement No. CM9-918-4069, Amendment No. 3, with Jeff Martin Consulting, LLC, for transportation consulting services, in an amount not to exceed $45,000, for the period of June 15, 2022, through June 14, 2023.
Background/Discussion:
The City first entered into an agreement with the Consultant in 2009 and has continued each year for the purpose of representing the City of Chandler in various regional transportation issues. These issues have included the Valley Metro Transit Life Cycle Program (TLCP), various other committees at Valley Metro and the Maricopa Association of Governments (MAG) from which the City receives significant grant funding, and other transit and transportation matters.
During this term of the agreement, the Consultant will attend meetings and assist the City on the following:
Implementation of Proposition 400 extension, including Arterial Lifecycle Program policy issues, the new performance-based transit program, and other new programs included in the updated Regional Transportation Plan
Jurisdictional equity fund balance in Valley Metro TLCP
Review and provide insight on the following:
Valley Metro budget
Valley Metro Audit and Finance Subcommittee issues
Transit Management Committee/ Rail Management Committee agendas
Valley Metro Board agenda
Other transportation issues under consideration at Valley Metro, MAG and Arizona Department of Transportation (ADOT), including collaborating with other cities on such issues
Evaluation:
On May 23, 2019, City Council approved an agreement with Jeff Martin Consulting, LLC, for transportation consulting services, for a one-year period, with the option of up to four one-year extensions. The Contractor has agreed to extend for one year at the same terms, conditions and pricing.
Staff recommends extension of this Agreement for the term of June 15, 2022, through June 14, 2023.
