Proposed Motion: |
Move City Council award Professional Services Agreement No. WW1901.453, Amendment No. 1, to Wilson Engineers, LLC, for the Reclaimed Water Interconnect Facility Construction Management Services, in the amount of $3,267,780, for a revised contract amount not to exceed of $3,791,430. |
Background/Discussion: |
On December 6, 2021, City Council approved a Professional Services Agreement with Wilson Engineers, LLC, for the Reclaimed Water Interconnect Facility (RWIF) GMP-1. The RWIF will be located at the Airport Water Reclamation Facility (AWRF), 905 E. Queen Creek Road. The RWIF will be an advanced membrane water treatment facility to treat surface water from both Salt River Project and Colorado River sources to A+ standard. The additional supply produced from this facility will be used to supplement the City’s groundwater recharge efforts as well as provide additional water for industrial cooling at Intel’s expanded facilities. The project scope of work for Amendment No. 1 includes construction management, project administration, and resident engineer services. An additional 460 calendar days has been added for a revised total of 930 calendar days to final completion, following the Notice To Proceed. The cost of this project will be reimbursed by Intel (20%) and the remaining 80% using Arizona Title 42 funding for public infrastructure per the City's October 2021 Reclaimed Water Agreement with Intel Corporation. A related Construction Contract Change Order with McCarthy Building Companies, Inc., for the RWIF - GMP-2, is also scheduled for this City Council meeting. A related Resolution authorizing an Amendment to Project Agreement No. 4 with Intel Corporation is also scheduled for this City Council meeting. |

The selection process was conducted in accordance with City policy and procedure and State law for Professional Services. On December 6, 2021, City Council awarded Professional Services Agreement No. WW1901.453, to Wilson Engineers, LLC, for the RWIF Construction Management Services. Staff reviewed the scope of work, billing rates, and total fee for the project and determined them to be reasonable. |
