Proposed Motion:
Move City Council award Professional Services Agreement No. WA2204.101 to Hazen and Sawyer, P.C., for the Pecos Surface Water Treatment Plant Solids Handling Study Consultant Services, in an amount not to exceed $357,080.
Background/Discussion:
The Pecos Surface Water Treatment Plant (SWTP), located at 1475 East Pecos Road, was put into service in 1989, with its last expansion in 2006. In recent years, the total organic carbon (TOC) in the Salt River Project surface water source that feeds the SWTP has been increasing. TOC is a major contributing factor in the formation of total trihalomethanes (TTHM), which are regulated compounds that occur in the City’s water distribution system. The current belt filter press for solids handling through dewatering is also nearing the end of its useful life.
The purpose of this study is to evaluate the existing and future solids handling at the SWTP and to determine if the dewatering technology filtrate (liquid) that is recycled back to the treatment process can be reduced or eliminated by conveying the solids offsite to be processed. By reducing or eliminating this recycled liquid, it would likely reduce the formation of potential TTHMs.
The project scope of work consists of evaluating the existing and potential future solids volumes at the SWTP, reviewing options for solids handling equipment, evaluating if the sewer collection system can convey un-dewatered solids from the SWTP to the Ocotillo Water Reclamation Facility (OWRF) and Airport Water Reclamation Facility (AWRF), and how this will impact the treatment processes at these locations. The contract completion time is 270 calendar days following Notice to Proceed.
Evaluation:
The selection process was conducted in accordance with City policy and procedure and State law. This project is being performed under the On-Call Consultant Pre-Qualified List for Water and Wastewater Services. Staff recommends approval of this agreement with Hazen and Sawyer, P.C., based on qualifications, relevant firm experience, team experience, project understanding, and project approach.
