Subject:
Report of City Manager Authorization of Competition Impracticable for Purchase of Five Police Vehicles
Proposed Motion:
Move City Council accept this report of the competition impracticable authorization by the City Manager, for the purchase of five police vehicles, from Larry H. Miller Toyota, San Tan Ford, and Sanderson Ford, Inc., in the amount of $201,910.17.
Background/Discussion:
The current supply chain, labor shortages, and logistics challenges have created widespread uncertainty among automobile manufacturers, resulting in unpredictable new vehicle production and deliveries to new car dealers. State-contracted vendors are not able to give definitive pricing and delivery dates, creating a reluctance to respond to solicitations.
The Police Department has recently hired 10 officers, creating an immediate need for vehicles. Therefore, the Fleet Division, in collaboration with the Purchasing Division, has been forced to step outside normal vehicle purchasing methods and purchase vehicles meeting standards for intended use as they become available at new car dealers. Purchasing vehicles outside normal methods has allowed the City to obtain some needed vehicles within the time constraints of the current fiscal year and funding sources.
As the City carefully navigates the uncertainty of this situation and manufacturing and deliveries return to normal, staff will resume the practice of leveraging cooperative contracts and issuing solicitations for the purchase of vehicles.
To satisfy immediate needs, the following five vehicles have been purchased:
2022 Toyota Camry from Larry H. Miller Toyota in the amount of $26,006.30
2022 Ford F-150 Super Crew from San Tan Ford in the amount of $46,084.11
2022 Ford F-150 Super Crew from San Tan Ford in the amount of $46,084.11
2022 Ford Explorer XLT from San Tan Ford in the amount of $49,547.72
2022 Ford Explorer Base from Sanderson Ford in the amount of $34,187.93
The vehicles were purchased on various dates as they became available over the last several months. All vehicles listed are assigned to the Police Department for public safety use.
Evaluation:
On March 14, 2022, the City Manager determined the above-described circumstances represented a public interest need pursuant to City Code Chapter 3-13.5 and authorized the competition impracticable procurement of the five police vehicles.
Financial Implications:
These vehicles were purchased from General Fund (101), Field Operations Cost Center (2030), Motor Vehicles account number (6310), Quality of Life ARPA Freed Up Program (2ARP04), in the amount of $201,910.17.
