Proposed Motion: |
Move City Council award Construction Manager at Risk Contract No. FI2001.401 - GMP #1 to CORE Construction, Inc., for the Fire Station No. 282 Reconstruction at Alma School and Warner Roads, in an amount not to exceed $5,801,958.00. |
Background/Discussion: |
This project is for Fire Station No. 282 reconstruction and consists of construction of the new fire station building and demolition of the existing fire station building. Fire Station No. 2, located near the intersection of Alma School and Warner roads, was constructed in 1986 and is the city's busiest fire station, consistently handling the highest number of calls for service each year. The current station is undersized for the area's needs and requires reconstruction, including expansion from two vehicle bays to four vehicle bays. This contract includes Guaranteed Maximum Price (GMP) #1 to secure critical construction materials with limited availability, as well as materials and labor to install concrete, masonry, roofing, some interior finishes, plumbing, HVAC, and electrical systems in the amount of $4,839,788. At a future City Council meeting, GMP #2 will be brought forward for the remaining work items, including demolition of the existing structure, parking and driveway, traffic signal modifications, temporary driveway and traffic control, and modifications to the drainage basin located south of the current station. The contract completion time for this GMP #1 is 450 calendar days following Notice to Proceed. |
Evaluation: |
The selection process was followed in accordance with City policy and procedure and State law. Staff recommends contract award to CORE Construction, Inc., based on qualifications, relevant firm experience, team experience, project understanding, and project approach. Staff reviewed the Guaranteed Maximum Price proposal and determined it to be reasonable. |
Financial Implications: |
This project is principally funded by bond proceeds authorized by Chandler voters in the fall 2021 bond election. The need for this project was vetted extensively by members of the Citizen Bond Exploratory Committee and its Public Safety Subcommittee. |
