Proposed Motion: |
Move City Council award Construction Manager at Risk Contract No. WW2111.401, Change Order No. 2, to Achen-Gardner Construction, LLC, for the Chandler Heights Road Utility Relocations - GMP3, in an amount not to exceed $12,791,222.90. |
Background/Discussion: |
On June 24, 2021, City Council adopted Resolution No. 5496, authorizing an agreement with Salt River Project (SRP) for the undergrounding of a 230-kilovolt transmission system in southwest Chandler to support future power needs in the area. Prior to SRP’s work, the City will move existing City-owned wastewater, reclaimed water, and potable water to clear an alignment for the proposed electrical duct banks. On February 24, 2022, City Council awarded Construction Manager at Risk Contract No. WW2111.401 - GMP1 to Achen-Gardner Construction, LLC, for the Chandler Heights Road Utility Relocations, for the work on Chaparral Way from Dobson Road to Lake Drive. On April 28, 2022, City Council awarded Change Order No. 1 Construction Manager at Risk Contract No. WW2111.401 – GMP2 to Achen-Gardner Construction, LLC, for the Chandler Heights Road Utility Relocations for the work on Lake Drive from Chaparral Way to Alma School Road. This Change Order No. 2 is the next phase of the project and will include the wastewater, potable water, and reclaimed water utility relocations on Alma School Road from Lake Drive to Chandler Heights Road, and on Chandler Heights Road from Alma School Road to east of Arizona Avenue, west of the Union Pacific Railroad tracks. The project scope of work consists of relocation of sanitary sewer, potable water, and reclaimed infrastructure, traffic control, bypass pumping, and surface restoration. An additional 150 calendar days has been added to the contract time, for a revised total of 290 calendar days to final completion, following Notice to Proceed. |
Evaluation: |
The selection process was followed in accordance with City policy and procedure and State law. Staff recommends contract award to Achen-Gardner Construction, LLC, based on qualifications, relevant firm experience, team experience, project understanding, and project approach. Staff reviewed the Guaranteed Maximum Price proposal and determined it to be reasonable. |
Financial Implications: |
This project's total cost of $12,791,222.90 will be partially funded in the amount of $5,292,603 from savings on the Sewer Assessment and Rehabilitation (6WW266) and Effluent Reuse - Storage and Recovery Wells (6WW189) projects, which will be transferred to the wastewater component of the Utility Line Relocation (6WW688) project in the amount of $2,963,828, along with savings from the Water Production Facility Improvements (6WA230) project which will be transferred to the water component of the Utility Line Relocation (6WA688) project in the amount of $2,328.775. |
