Resolution No. 5579 Approving and Authorizing the City Manager or His Designee to Allocate Fiscal Year 2022–2023 HOME Investment Partnerships Funds in the amount of $453,008 from the Cranston-Gonzalez National Affordable Housing Act through the Maricopa HOME Consortium and Execute All Subrecipient Contracts.
Proposed Motion:
Move that City Council pass and adopt Resolution No. 5579 approving and authorizing the City Manager or his designee to allocate FY 2022-2023 HOME Investment Partnerships (HOME) Funds in the amount of $453,008 from the Cranston-Gonzalez National Affordable Housing Act through the Maricopa HOME Consortium and execute all subrecipient contracts.
Background:
Each year, the City of Chandler receives federal HOME funding, administered by the United States Department of Housing and Urban Development (HUD), through the Maricopa HOME Consortium. Eligible HOME activities include building, buying, and/or rehabilitating affordable housing for rent or homeownership or providing direct rental assistance to individuals with low and moderate income. HOME funded activities proposed by the City are included in Maricopa County’s Consolidated Plan and Annual Action Plan submitted to HUD.
Recommendations for funding are made by the Chandler Housing and Human Services Commission (HHSC) following a review and evaluation of applications received. The City received two applications with funding requests totaling $562,000 for the FY 2022-2023 HOME allocations. Applications were assigned to an evaluation subcommittee of the HHSC that reviewed the applications and developed funding recommendations and a contingency plan for a possible increase or decrease in funding from HUD. The evaluation subcommittee was composed of both HHSC commissioners and additional Chandler residents. The evaluation subcommittee held two meetings which resulted in initial funding recommendations that were presented to the HHSC on March 2, 2022. The HHSC approved the initial funding recommendations and contingency plan that was included in the draft Maricopa HOME Consortium Annual Action Plan for FY 2022-2023.
In compliance with HUD regulations and the Citizen Participation Plan, the City held a 30-day public comment period regarding the initial HOME funding recommendations and contingency plan. The public comment period began Monday, March 28, 2022, and ended Friday, April 29, 2022. In addition, two public hearings were held on February 9, 2022, and on April 6, 2022, to ensure multiple opportunities for input from the community regarding the initial HOME funding recommendations for FY 2022–2023 and contingency plan.
Discussion:
HUD released the FY 2022-2023 annual allocation on May 13, 2022. Based on HUD’s allocation, Maricopa County released its allocations for HOME Consortium members. The HOME funding recommendations presented are based on the anticipated formula funding for FY 2022–2023 HOME funds following HUD’s announcement and applying the contingency plan. The City of Chandler was awarded $453,008, an increase of $43,127 from the current fiscal year. The City will allocate $424,695 for affordable housing program providers and utilize $28,313 for program administration. Financial Implications:
Federal HOME funds require a 25% local match. Required match is provided by each funding recipient. The City of Chandler pays for services supported by HOME funds and then submits a request for reimbursement to Maricopa County.
