Move City Council award Professional Services Agreement No. PR2205.451 to Dibble CM, LLC, for the Brooks Crossing Park Improvements

Services, in an amount not to exceed $131,480.
Background/Discussion:
Originally developed in 1986, Brooks Crossing Park is an 8.1-acre neighborhood park located at 1345 West Calle del Norte. This park primarily serves the recreational needs for the residents living in the square mile bordered by Warner, Alma School, Ray, and Dobson roads. Existing amenities include a basketball court, playground, lighted walking paths, sand volleyball court, and open space.
This construction management agreement will oversee improvements to the park, including converting the existing park area lighting from high pressure sodium (HPS) to Light Emitting Diode (LED) lighting, replacement of play structures, additional shade structures, exercise stations, site furnishings, removing the sand volleyball court and replacing it with a lighted pickleball court, ADA-compliant concrete walkways, and landscape/irrigation renovations. The project scope of work consists of pre-construction assistance, construction management services, construction inspection, and record drawings.
The agreement completion time is 575 calendar days following Notice to Proceed. A related Construction Agreement with DNG Construction, LLC, for the Brooks Crossing Park Improvements, is also scheduled for this City Council meeting.
Evaluation:
The selection process was conducted in accordance with city policy and procedure and state law. This project is being performed under the On-Call Consultant Pre-Qualified List for Construction Management Services. Staff recommends approval of this agreement with Dibble CM, LLC, based on qualifications, relevant firm experience, team experience, project understanding, and project approach.
Financial Implications:
This project is funded from General Fund dollars reallocated from the receipt of American Rescue Plan Act (ARPA) monies.
