| Proposed Motion: |
| Move City Council approve Agreement No. BF5-910-4893, with Five Oliver Roofing, dba Oliver Roofing Systems; Sprayfoam Southwest, Inc., dba Global Roofing Group; National Waterproofing & Roofing, LLC; Progressive Services, Inc., dba Progressive Roofing; and Weatherproofing Technologies, Inc., for roofing repair and maintenance services, in a combined amount not to exceed $1,485,000, for the period of one year, beginning June 27, 2025, through June 26, 2026. |
| Background/Discussion: |
| Roof leaks are a major concern and can cause significant damage to finishes, equipment, and documents. Every effort is made to minimize leaks. However, due to the variety of roof materials and extreme weather conditions in the area, the roofs on city buildings require constant inspection and maintenance. This roof repair and maintenance contract will enable the Buildings and Facilities Division to have regularly scheduled roof inspections performed by industry experts, as well as address maintenance and repair issues that may arise. These inspections will be used as a preventative measure to address potential roof deficiencies before they become leaks. Scheduled inspections will be used to establish replacement schedules for roofing at or beyond its life cycle. Having a service provider on contract will allow the city to receive discount pricing on material and labor as well as priority service in the event of an emergency. This agreement will also be used by several departments within the city for various roofing maintenance projects. |

On March 7, 2025, City staff issued Request for Proposal No. BF5-910-4893 for Roofing Repair and Repair Maintenance Services. Notification was sent to all registered vendors. Five (5) proposals were received from the following offerors:
- Five Oliver Roofing, dba Oliver Roofing Systems
- Sprayfoam Southwest, Inc., dba Global Roofing Group
- National Waterproofing & Roofing, LLC,
- Progressive Services, Inc., dba Progressive Roofing
- Weatherproofing Technologies, Inc.
The Evaluation Committee evaluated the proposals and recommends award to all five vendors, each of which submitted advantageous offers to the City in accordance with the evaluation criteria.
The term of this agreement is June 27, 2025, through June 26, 2026, with the option of up to four one-year extensions.
