City Council Memorandum Public Works & Utilities Memo No. UA25-090
Date:
June 23, 2025
To:
Mayor and Council
Thru:
Joshua H. Wright, City Manager
Andy Bass, Deputy City Manager
John Knudson, Public Works and Utilities Director
Jeremy Abbott, Public Works and Utilities Assistant Director
From:
Josef Kennis, Wastewater Facilities Manager
Subject:
Purchase of Combination Sewer Cleaner
Proposed Motion:
Move City Council approve the purchase of a 12-yard combination sewer cleaner, from AZ Wastewater Industries, Inc., utilizing Sourcewell Contract No.101221-SCA, in the amount of $627,610.17.
Background/Discussion:
The Wastewater Collection Division maintains and repairs all city-owned sewer mains. This purchase is for the replacement of an aging vacuum jetting truck which has been in service since 2006. After nearly 20 years of use, the vehicle has become increasingly unreliable and frequently breaks down, incurring significant repair costs. These ongoing issues have not only increased the maintenance costs of the truck, but have also forced the city to rely on costly third-party contractors to perform essential sewer line jetting services. Replacing this aged truck will support the division's ability to meet its cleaning schedule targets as well as the overall maintenance of the wastewater system and ensure timely, effective service.
Evaluation:
Sourcewell competitively solicited and awarded a contract for sewer equipment to AZ Wastewater Industries, Inc. The city has an agreement with Sourcewell allowing for the cooperative use of its contracts. Staff recommends cooperative use of this contract because the requested product has a good performance history, and staff are trained and familiar with the equipment. The Sourcewell contract is valid through November 29, 2026.
Financial Implications:
Funding for this agreement is contingent upon City Council adopting the FY 2025-26 budget.
