| Background/Discussion: |
The City of Chandler 2023-2025 Strategic Framework describes the city’s intention to embrace sustainability and be a leader in water conservation. Chandler has always been committed to water conservation and has a long history of water conservation programs designed to encourage xeriscape landscaping, which is a type of landscape that uses minimal irrigation by incorporating drought-tolerant trees, shrubs, and native grasses.
This project is the first phase of the Turf to Xeriscape program and will convert approximately 25 acres of turf in city-maintained landscaped drainage basins into areas that enhance livability while respecting the desert environment. This phase includes seven sites located north of the Loop 202 Santan Freeway between Kyrene Road and Arizona Avenue. Removing the turf will reduce water usage by approximately 22.5 million gallons per year. As water management is a key part of Chandler’s commitment to a sustainable water supply, this program fulfills the goal established to reduce water consumption when and where possible.
City Council approved the acceptance of a grant from the Water Infrastructure Finance Authority of Arizona (WIFA) to partially fund this project via Resolution No. 5723 on September 21, 2023. On February 22, 2024, Council approved a professional services agreement with J2 Engineering and Environmental Design, LLC, for design of this project. The project team conducted an extensive public outreach, including mailing over 3,100 postcards and hosting two public meetings, one for each group of sites. Residents were invited to review proposed improvements and provide feedback via an online survey, website, and hotline. Staff then presented the exhibits with recommendations to the Sustainability and Technology Council Subcommittee on November 8, 2024. Staff then revised the designs to incorporate Council's guidance, updated the project website, and re-engaged with residents through emails and direct calls. Attached to this memo are the minutes of the November 8, 2024, Sustainability and Technology Council Subcommittee meeting.
This agreement will oversee the contractor with sod removal, edge preparation, and pre-emergent, as well as the installation of screened granite, new irrigation controllers, drip irrigation, shrubs, and trees. The project scope of work consists of pre-construction assistance, construction management services, construction inspections, and record drawing review. The agreement completion time is 665 calendar days following Notice to Proceed.
A related Construction Services Agreement with ELS Construction, Inc., for the Turf to Xeriscape Program, Phase I, is also scheduled for this City Council meeting. |

| The selection process was conducted in accordance with city policy and procedure and state law. This project is being performed under the Pre-Qualified Technical Registrants List for Construction Management and Related Services. Staff recommends approval of this agreement with Burgess & Niple, Inc., based on qualifications, relevant firm experience, team experience, project understanding, and project approach. |
| Financial Implications: |
| This project will be primarily funded by Turf to Xeriscape Capital General Funds. The city received a WIFA grant that will reimburse up to $3,000,000 with a 25% local match. |
