Agreement No. 4904, for Applications Managed Support Services
Proposed Motion:
Move City Council approve Agreement No. 4904, with Parsus Solutions, LLC, for applications managed support services, in an amount not to exceed $860,000, for the period of one year, beginning June 15, 2025, through June 14, 2026.
Background/Discussion:
In 2019, the Management Services Department, Tax and License Division, introduced an online customer portal to automate and enhance the experience of doing business with the City of Chandler. This online portal allows customers to register their business, initiate a liquor license or special event liquor license application, and apply for specialty licenses (e.g. massage, peddler, secondhand dealer, short-term rental, etc.), as well as renew, pay, and print business registrations without the need to visit City Hall. The city is seeking a continuation of vendor-managed support services for providing citizen enhancements and ongoing application support and maintenance of this portal, as well as the critical Tax and License systems (the licensing portal and the tax and licensing software suite) which help manage the tax and licensing data and revenues received from the State of Arizona.
In addition, the city is seeking vendor-managed support services for the current custom-built Solid Waste Management System (RMS) which is used by the Public Works & Utilities Department to provide residents with solid waste and recycling services as well as integrations with Waste Management corporation per the city's contract. The city is looking for both general support and development in rewriting sections of the program to better meet software coding and security standards.
Evaluation:
In 2019, Parsus Solutions, LLC, developed the business registration and specialty license web portal. Parsus has provided ongoing support and development services for the portal, as well as the Tax and License system, which helps to manage the tax licensing data and revenues that flow from the State. Parsus Solutions also has the unique skill sets needed to provide support and development for the Solid Waste Management System (RMS) and has been very effective in continuing to support/enhance the business registration portal. Parsus Solutions is uniquely qualified to provide managed support services for city applications and staff recommends their direct selection. The agreement term is June 15, 2025, through June 14, 2026, with the option of up to four one-year extensions.
Financial Implications:
Funding for this agreement is contingent upon City Council adopting the FY 2025-26 budget.
