Subject:
Purchase of Utility Billing System Annual Support and Maintenance
Proposed Motion:
Move City Council approve the purchase of utility billing system annual support and maintenance services, from N. Harris Computer Corporation, in the amount of $267,989.85, for the period of one year, beginning July 1, 2025, through June 30, 2026.
Background/Discussion:
In 2024, Chandler launched a project to modernize and digitally transform its utilities services platform to achieve a variety of outcomes, including an improved customer experience portal, simplified automated workflows and approvals, improved digital output, and enhanced reporting capabilities. The implementation of Infinity CIS Version 5 will also take Chandler from an on-premise system to a cloud-based solution and position the city for Advanced Metering Infrastructure (AMI), which will feed metered consumption data in real time to a resident's mobile device, making leaks visible through consumption data prior to receiving their bill at the end of the month. As the Community of Innovation, modernizing the utility billing system allows Chandler to be flexible, improve both accessibility and mobility, enhance the customer experience, and move at the speed of business.
This request is to purchase annual maintenance and support for CIS Infinity in order to provide the system and application upgrades necessary to operate and stay current, as well as to access technical assistance resources needed to resolve system issues and enable software updates.
Evaluation:
On December 7, 2023, City Council approved an agreement with N. Harris Computer Corporation for the implementation of Infinity CIS Version 5, with a support and maintenance term of five years, with the option of up to four one-year extensions. Staff recommends this second year of support and maintenance of the initial five-year term.
Financial Implications:
The funding for this project is initially paid from General Fund 101, but the cost is recovered from the Water, Wastewater, and Solid Waste Enterprise Funds through annual cost recovery transfers. Funding for this agreement is contingent upon City Council adopting the FY 2025-26 budget.
