Subject:

Purchase of Secure Communication Software

Proposed Motion:

Move City Council approve the purchase of secure communication software, from Genasys, Inc., utilizing the Sourcewell Contract No. 051321-GYS, in an amount not to exceed $173,250.01, for Fiscal Years 2024-2025 through 2029-2030.

Background/Discussion:

Genasys Connect is a real-time communication software that enables officers in the field to exchange information through a secure, Criminal Justice Information Services (CJIS) and Freedom of Information Act (FOIA) compliant platform. Genasys Connect offers multimedia, text, audio, video and photo sharing capabilities for field coordination of information between officers. The platform can be used to coordinate with other agencies and provides a discreet communication option during undercover operations. Genasys Connect replaces the previous communication tool that was used by many law enforcement agencies across the nation, which has recently come under scrutiny for its security and FOIA compliance deficiencies.

Evaluation:

Sourcewell competitively solicited and awarded a contract to Genasys, Inc., for real-time communication software. The city has a current agreement allowing for the cooperative use of Sourcewell's contracts.

Financial Implications:

The contracted amount will cover 66 months of service beginning in January 2025. The breakdown by fiscal year is:
