Proposed Motion:

Move City Council award Professional Services Agreement No. WW2207.454, to Wilson Engineers, LLC for the Reclaimed Water Pipe Extension Germann Road and Hamilton Street Construction Management Services, in the amount not to exceed $141,990.

Background/Discussion:

In October 2021, the city executed a reclaimed water agreement with Intel Corporation for the city to provide additional reclaimed water supply to their manufacturing facilities. In order to meet the terms of the agreement, the city is constructing improvements at the Airport Water Reclamation Facility (AWRF), located at 905 E. Queen Creek Road, and north along Hamilton Street to Ryan Road, that will convey additional flows to the city’s reclaimed water distribution system. This project will strategically improve the system to increase capacity and redundancy to better serve existing reclaimed water infrastructure. The improvements will also allow the city to better manage its water resources through its system of existing recharge wells. The project includes installing approximately 200 linear feet of 24-inch reclaimed water main and connection to the existing 12-inch reclaimed water main within Germann Road at Hamilton Street. The scope of work consists of project administration, engineering, and resident services. The agreement completion time is 150 calendar days following Notice to Proceed. A related Construction Agreement with Arrowmark, LLC, for the Reclaimed Water Pipe Extension Germann Road and Hamilton Street, is also scheduled for this City Council meeting.

Evaluation:

Staff recommends approval of this agreement with Wison Engineers, LLC, based on qualifications, relevant firm experience, team experience, project understanding, and project approach.

Financial Implications:

The cost of this project will be reimbursed by Intel Corporation (20%), using funding provided for in its development agreement with the city. The remaining 80% of the project cost will utilize State of Arizona Title 42 funding for public infrastructure, per the city's October 2021 Reclaimed Water Agreement with Intel Corporation.
