City Council Memorandum Public Works & Utilities Memo No.
ST22-002
Date:
August 12, 2021
To:
Mayor and Council
Thru:
Joshua H. Wright, Acting City Manager
Debra Stapleton, Assistant City Manager
John Knudson, Public Works and Utilities Director
From:
Paul Young, Principal Engineer
Subject:
Agreement No. PW0-285-4197, Amendment No. 1, with AM Signal, LLC; Clark Transportation Solutions; JTB Supply Company; and Sierra Transportation Technologies, for Traffic Signal Equipment
Proposed Motion:
Move City Council approve Agreement No. PW0-285-4197, Amendment No. 1, with AM Signal, LLC; Clark Transportation Solutions; JTB Supply Company; and Sierra Transportation Technologies, for traffic signal equipment, in a combined amount not to exceed $720,000, for a one-year period, September 1, 2021, through August 31, 2022.
Background/Discussion:
The City's Capital Improvement Program includes several projects for street and intersection improvements. These projects typically include streetlight and traffic signal equipment involving long lead times for procurement. Long lead times can potentially cause delays in completing these projects. These agreements will be used to purchase streetlight and traffic signal equipment in advance to ensure the timely delivery of the equipment to project sites when needed to help avoid project delays.
Evaluation:
On August 13, 2020, City Council approved agreements with AM Signal, LLC; Clark Transportation Solutions; JTB Supply Company; and Sierra Transportation Technologies, for traffic signal equipment, for a one-year period, with the option of up to four (4) one-year extensions. The contractors have agreed to extend for one (1) additional year at the same terms, conditions, and pricing, with the exception of Clark Transportation Solutions. Clark Transportation Solutions has requested a 32% average increase in pricing due to current steel market conditions. Staff has reviewed the price increase and finds it to be fair and reasonable.
Staff recommends extension of this agreement for the term of September 1, 2021, through August 31, 2022. This is the first extension of the original agreement.
Financial Implications:
Funding will be provided by each individual street or intersection project in the Capital Improvement Program.
