Parks Strategic Master Plan - 2021
Proposed Motion:
Move City Council approve Resolution No. 5500 adopting the Parks Strategic Master Plan 2021.
Background/Discussion
The development of the Parks Strategic Master Plan 2021 was accomplished under the guidance of the Community Services Department in collaboration with Kimley-Horn and Associates, Inc., and PROS Consulting. This document is parks-specific and replaces the parks portion of the 2000 Parks and Recreation Master Plan Update. The purpose of the Parks Strategic Master Plan is to provide the City of Chandler a roadmap for equitable future development and improvement of park facilities and opportunities. This plan is based on nationally recognized park planning principles and standards and reflects input from Chandler residents, stakeholders, City staff, City Council, and the Parks and Recreation Board.
An essential part of the Master Plan involved gathering input from Chandler residents and key stakeholders regarding their opinions, ideas, and priorities on Chandler’s parks system. The community input process incorporated a variety of methods that included interviews, focus group meetings, and public forums and presentations. A statistically valid public survey was also conducted to gain a broader understanding of Chandler residents' current and future park needs. A total of 652 completed surveys were received. The data generated from these critical community interactions helped to define the true unmet park needs of the community and how to best position the City to move forward for optimum results. Additional data collected from on-site park assessments was utilized to identify key factors, issues, and concerns regarding the parks system and how the City manages its park operations.
Upon completion of the community input, data collection, and park assessments phase of the project, the findings were synthesized to develop a framework of strategic recommendations for the City's Community Services Department. The following focus areas are recommended:
Improve Access to Parks and Trails and Maintain Quality
Increase Connectivity
Invest in Existing Resources
Create an Economic Catalyst
Grow Operations and Staffing
Finance the System
The draft Master Plan was presented to Mayor and Council at a City Council Work Session on June 7, 2021. On June 29, 2021, the City's Parks and Recreation Board voted unanimously to recommend City Council adoption of the Master Plan.
Funding for the recommended improvements in this Master Plan will be prioritized with other City projects through the Capital Improvement Program and must be approved separately through the budget process by the City Council.
