Professional Services Agreement No. WA2104.201, with Hazen and Sawyer, P.C., for the Pecos Surface Water Treatment Plant Filter Media Replacement Design Services
Proposed Motion:
Move City Council award Professional Services Agreement No. WA2104.201 to Hazen and Sawyer, P.C., for the Pecos Surface Water Treatment Plant Filter Media Replacement Design Services, in an amount not to exceed $471,270.
Background/Discussion:
The Pecos Surface Water Treatment Plant (SWTP), located at 1475 East Pecos Road, was put into service in 1989, with its last expansion in 2006. In recent years, the Total Organic Carbon (TOC) in the Salt River Project surface water source that feeds the SWTP has been in an upward trend. TOC is a major contributing factor in the formation of Total Trihalomethanes (TTHM), which are regulated compounds that can occur in the City’s water distribution system. The most effective method to mitigate TTHM formation in the water system is to reduce TOC levels in the treated water at the SWTP. A common method to accomplish TOC reduction utilizes contact with granular activated carbon (GAC) to reduce the TOC in the water. The SWTP has twelve existing filters with anthracite (sand) media installed. This project will study the replacement of the anthracite filter media in four (4) of the filters with GAC to directly reduce TOC levels in the treated water.
The project scope of work consists of analysis and development of a GAC product specification, design documents, permitting assistance, and estimation of costs for implementation. The contract completion time is 240 calendar days following Notice to Proceed.
Evaluation:
The selection process was conducted in accordance with City policy and procedure and State law. This project is being performed under the On-Call Consultant Pre-Qualified List for Water and Wastewater Services. Staff recommends approval of this agreement with Hazen and Sawyer, P.C., based on qualifications, relevant firm experience, team experience, project understanding, and project approach.
