Proposed Motion:
Move City Council award Professional Services Agreement No. WW2108.101 to Jacobs Engineering Group, Inc., for the Reclaimed Water System Study Design Services, in an amount not to exceed $420,400.
Background/Discussion:
The Integrated Water, Wastewater and Reclaimed Water System Master Plan was updated in 2018. The Master Plan governs “build-out and build-up” expansion of the City’s water, wastewater, and reclaimed water system infrastructure. A reliable, well-planned utility system is essential to the City successfully serving its residential, commercial, and industrial customers. The City delivers reclaimed water to irrigate golf courses, parks, neighborhood common areas, roadside landscaping, and crops as well as to large industrial users for evaporative cooling needs. This offset in lieu of using potable water for these uses has brought great benefit and value to the City's utility customers. This study will review changes in the remaining development and provide an update of the projections made in the 2018 Master Plan. City staff recommends the reassessment of the reclaimed water system demands, supplies, and infrastructure to incorporate any changes. This update is necessary to continue to provide high service levels to current and future customers.
The scope of work for this project consists of updating water, wastewater, and reclaimed water supply and demand projections to prepare for expected changes in the system and customer base, as well as a review of the current reclaimed water system and opportunities for enhancement. The contract completion time is 270 calendar days following Notice to Proceed.
Evaluation:
The selection process was conducted in accordance with City policy and procedure and State law. This project is being performed under the On-Call Consultant Pre-Qualified List for Water and Wastewater Services. Staff recommends approval of this agreement with Jacobs Engineering Group, Inc., based on qualifications, relevant firm experience, team experience, project understanding, and project approach.
