Proposed Motion:
Move City Council pass and adopt Resolution No. 5503, authorizing the City of Chandler to enter into an agreement to share costs associated with seeking to obtain approval for the operation of the Flood Control Space in Modified Roosevelt Dam under a temporary deviation to the Water Control Plan among various participating entities and Salt River Agricultural Improvement and Power District in the amount of $61,347.
Background:
The City of Chandler receives a portion of its water supply from the Salt and Verde Rivers. A series of dams and reservoirs captures surface water within the river systems to maximize the beneficial use of the water. Roosevelt Dam stores water in the largest reservoir on the Salt River. The United States Bureau of Reclamation (USBOR) and the United States Army Corps of Engineers (USACE) have developed a Water Control Plan for Roosevelt Dam that requires twenty-four feet of elevation designated for Flood Control Space (FCS). Water entering the FCS must be emptied within twenty days.
The Salt River Agricultural Improvement and Power District (SRP) is initiating a project to seek approval from USBOR and USACE to operate the FCS under a planned deviation to the Water Control Plan. The project will evaluate the impact of retaining water within the first five feet of FCS for 120 days, which would provide additional water and more time to deliver it to its customers. SRP will operate the FCS under the temporary deviation plan to deliver the additional stored water to the participating parties for a term of five years. Under this proposal, the temporary deviation space would be allowed to fill a maximum of three years out of the five-year evaluation period. This modification is expected to have a start date in Calendar Year 2023. If successful, a permanent modification would be requested.
Chandler, along with twelve other water providers, is seeking approval to enter a Cost Sharing Agreement with SRP to perform the work. The work will be conducted in two phases. The first phase includes planning, technical evaluation, and environmental, cultural, and legal analyses. The second phase includes environmental and cultural compliance. Chandler’s participation would include 5% of the temporary deviation space, or 5,500 acre feet of water during a fill event, which would meet the annual demand of over 11,000 households. The total cost of the project is estimated at $1,211,549. Chandler’s participation cost in this agreement is $61,347.
