First Amendment to the 2018-2022 Ostrich Festival Agreement with Chandler Chamber of Commerce and Steve LeVine Entertainment, LLC.
Proposed Motion:
Move City Council approve the First Amendment to the 2018-2022 License Agreement with Chandler Chamber of Commerce and Steve LeVine Entertainment, LLC, extending the Agreement to 2024 and allowing a second week of the Ostrich Festival in 2022.
Background/Discussion
On February 8, 2018, Chandler City Council approved a five-year License Agreement with the Chandler Chamber of Commerce and Steve Levine Entertainment (SLE) to host the Ostrich Festival at Tumbleweed Park, 745 E. Germann Road. The agreement identified future events dates and outlined the responsibilities of the City and the Chamber. Due to the COVID-19 pandemic, the Chamber and SLE were unable to produce the 2020 and 2021 Ostrich Festivals.
This First Amendment to the 2018 License Agreement extends the License Agreement to 2024, making up for the two canceled years, and allows the Chamber and SLE to hold the Ostrich Festival over two weekends in March 2022 to recoup lost revenues. This two-weekend arrangement is only anticipated for 2022, with the 2023 and 2024 events returning to a single weekend. The Amendment also includes the future Ostrich Festival dates remaining in the Agreement.The Chamber and SLE plan to host the 32nd Annual Ostrich Festival March 11-13 and 17-20, 2022.
The City annually budgets for in-kind services - such as police, fire, and traffic management - donated to host the Ostrich Festival. The City's Fiscal Year (FY) 2021-2022 budget includes sufficient appropriation to cover two weekends of the event; the appropriation will be reduced to the amount needed for a single weekend in FY 2022-2023 and beyond. Uniquely for the 2022 event, the Chamber and SLE intend to open the Ostrich Festival a day early on Thursday, March 17; the cost of City services needed for this additional day will be borne by the Chamber and SLE.
