Agreement No. PW0-745-4122, Amendment No. 2, with The Fishel Construction Company, for Concrete Repair Maintenance Services
Proposed Motion:
Move City Council approve Agreement No. PW0-745-4122, Amendment No. 2, with The Fishel Construction Company, for concrete repair maintenance services, in an amount not to exceed $800,000, adding funds to the existing term, January 1, 2021, through December 31, 2021.
Background/Discussion:
The City’s Transportation Division has an established pavement management restoration and repaving program that addresses the preventative maintenance and rehabilitation needs for the City-maintained roadway sections. Asphalt repaving projects are selected based upon a recent pavement quality assessment. The roadway sections identified within the attached map are recommended for asphalt repaving within the next two years.
The Federal Department of Justice is responsible for the administration of the Americans with Disabilities Act (ADA). This law requires state and local governments to bring pedestrian routes to ADA compliance prior to commencement of specific road rehabilitation projects including asphalt repaving. Title II of the ADA is a civil rights statute prohibiting discrimination against persons with disabilities in all aspects of life, including pedestrian routes in the public right-of-way.
The Transportation Division is responsible for a large component of this compliance and ongoing work dictated by an approved ADA Transition Plan. The Transportation Division completes this required ADA compliance work in advance of asphalt repaving projects that have been prioritized through the City-wide pavement quality assessment program.
The contractor will conduct ADA improvements on pedestrian ramps and sidewalk panels, including those doubling as part of residential driveway accesses that are not within compliance. This agreement will address approximately 62,000 square yards of concrete repair and maintenance.
Evaluation:
On December 12, 2019, City Council approved an agreement with The Fishel Construction Company, for concrete repair maintenance services, for a one-year period, with the option of up to four one-year extensions. Amendment No. 1 extended the agreement but did not add funds to The Fishel Construction Company agreement. The Transportation Division will use this amendment to complete the work described herein.
