Professional Services Agreement No. WW1901.105, with Rider Levett Bucknall, Ltd., for the Reclaimed Water Interconnect Facility Cost Estimating Services
Proposed Motion:
Move City Council award Professional Services Agreement No. WW1901.105, to Rider Levett Bucknall, Ltd., for the Reclaimed Water Interconnect Facility Cost Estimating Services, in an amount not to exceed $58,751.12.
Background/Discussion:
On February 11, 2021, City Council approved a contract to begin design on the Reclaimed Water Interconnect Facility (RWIF) using advanced membrane water treatment technologies to treat surface water from both Salt River Project and Colorado River sources to A+ standard. The additional reclaimed water supply produced from this facility will be used to supplement the City's groundwater recharge efforts as well as supply additional water for industrial cooling at Intel's expanded facilities.
This project scope of work consists of preparation of a cost review of the Guaranteed Maximum Price packages for the RWIF that includes a raw water pump station, self-cleaning strainers, membrane basins, blower building, chemical feed facilities, chlorine contact basins, and related interconnecting piping. The contract completion time is 240 calendar days following Notice to Proceed. This project will be partially funded by Arizona Department of Revenue (ADOR) and Intel.
Evaluation:
The selection process was conducted in accordance with City policy and procedure and State law. Staff recommends approval of this agreement with Rider Levett Bucknall, Ltd., based on qualifications, relevant firm experience, team experience, project understanding, and project approach.
Financial Implications:
This project is Public Infrastructure Improvement Project No. 4, to be split 50/50 between the City of Chandler and Intel. The terms of the Public Infrastructure Master Agreement between Intel and the City, dated May 24, 2019, allow the City to seek reimbursement of Intel’s 50% share, funded 80% by the Arizona Department of Revenue and 20% by Intel.
