Sole Source Purchase of Supervisory Control and Data Acquisition (SCADA) System Upgrades
Proposed Motion:
Move City Council approve the sole source purchase of SCADA system upgrades from WonderWare West, in the amount of $85,478.
Background/Discussion:
The City provides water and wastewater services to over 250,000 residents. In order to protect the health and safety of the customers, staff relies heavily on system automation to reliably operate and communicate with all water and wastewater facilities. This automation is primarily accomplished through a SCADA system. SCADA controls and monitors the Pecos Surface Water Treatment Plant (SWTP), Airport Water Reclamation Facility (AWRF), Ocotillo Water Reclamation Facility (OWRF), and 58 remote facilities including water production facilities, water quality monitoring stations, wastewater lift stations, reclaimed water facilities, and the Tumbleweed Recharge Facility (TRF). Beyond system control, SCADA captures millions of data points for system analysis and regulatory reporting.
In October 2019, staff completed a SCADA System Master Plan. The SCADA Master Plan assessed the City’s SCADA system as compared to industry standard performance measures, communication system, cybersecurity, and City-specific resources and capabilities. As a result, several improvement projects were recommended for implementation including the upgrade of the TRF SCADA system. The TRF includes ten aquifer storage and recovery (ASR) wells. ASR wells are a critical aspect of the City’s reclaimed water system, either pumping water to meet demands or storing water when demands are low.
The SCADA system requires specialized knowledge and skills to build interface screens, program devices, and monitor the data collection system. This project will upgrade the AWRF and TRF controls, improve and unify the SCADA system, and allow recharge well control from both water reclamation facilities.
Evaluation:
Wonderware software and equipment has been used by the City for utility automation for many years. The software, equipment, and professional services for this necessary upgrade are only available from Wonderware West, which is the local distributor/representative.
