Proposed Motion: |
Move City Council approve Agreement No. PW2-962-4328 with Ancon Services, Inc., and Simon Family Enterprise, Inc., for sewer line cleaning and debris removal, in a combined amount not to exceed $998,000, for a two-year period, September 1, 2021, through August 31, 2023, with the option of up to two additional two-year extensions. |
Background/Discussion: |
Hydrovac and bucket services are required by various departments throughout the City. The Wastewater Collections Division will use this service to enhance the current City sewer cleaning operation to reduce issues with sewer odors, backups, and grit removal. The Fleet Services Division staff will use this agreement to clean the sand, oil, and water separators at the maintenance facilities. The Park Development and Operations Division will use this service to perform cleaning of its wash bay. The Transportation Division will use this service for cleaning the street sweeper wash bay and storm drains. The Water Distribution Division will use the service to expose water mains and remove debris from streets and sidewalks after water main breaks. The water treatment plant and water reclamation facilities will use the services to clean various tanks, head works, and basins. |
Evaluation: |
On May 20, 2021, City staff issued a Request for Proposal for sewer line cleaning and debris removal. Notification was sent to all registered vendors. Eight (8) responses were received from the following offerors:

6. Pipeline Video Inspection, LLC |
3. Chemical Transportation, Inc. |
7. Professional Pipe Services, Inc. |
4. FPS Civil, LLC |
8. Simon Family Enterprise, Inc. |
The Evaluation Committee evaluated the proposals and recommends award to Ancon Services, Inc., and Simon Family Enterprise, Inc., which submitted the most advantageous offers to the City in accordance with the evaluation criteria. The term of this agreement is September 1, 2021, through August 31, 2023, with the option of up to two (2) additional two-year extensions. |
