Review and Recommendation |
The request is to expand the list of permitted uses on a parcel zoned I-1 (Planned Industrial) to allow compatible commercial uses (see attached Development Booklet Exhibit 2). The site, having direct frontage along Arizona Avenue, is suitable for commercial uses much like development located southeast of the site across Arizona Avenue. The site currently contains one 27,858 square-foot single-story building. Two driveways provide access off Chilton Drive and parking is provided on the west, east and south side of the building. Staff finds the proposal to be consistent with the goals of the General Plan, thus Planning and Zoning Commission recommends approval subject to conditions. |
Public / Neighborhood Notification |
- This request was noticed in accordance with the requirements of the Chandler Zoning Code.
- A virtual neighborhood meeting was held on June 30, 2021, and no neighbors were in attendance.
- As of the writing of this memo, Planning staff has received an email from a nearby resident that had concerns about the possibility of outdoor storage and display, the applicant advised the neighbor that the site does not have the space for outdoor display/storage due to the need for all current parking spaces and the landlord does not intend to allow for outdoor storage. Planning staff is unaware of any concerns or opposition to the request.

Planning and Zoning Commission Vote Report |
Planning and Zoning Commission meeting August 4, 2021 Motion to Approve In Favor: 4 Opposed: 0 Chairman Heumann made a statement during the regular meeting that there is currently a nonconforming storage container onsite that needs to be removed before the Council meeting. Stipulation 7 prohibits outdoor storage and requires removal of any outdoor storage containers. The applicant is aware and is working on a plan to remove the outdoor storage container. |
Recommended Conditions of Approval |
Planning and Zoning Commission recommends the City Council approve rezoning from Planned Industrial District (I-1) to Planned Industrial District/Planned Area Development (I-1/PAD), subject to the following condition: 1. Development shall be in substantial conformance with Exhibit A, entitled “Mission Center LLC” and kept on file in the City of Chandler Planning Division, in File No. PLH21-0018, modified by such conditions included at the time the Booklet was approved by the Chandler City Council and/or as thereafter amended, modified or supplemented by the Chandler City Council. 2. Uses permitted on the subject property shall be consistent with Exhibit B. Memo No. PZ21-038 Page 3 of 3 August 4, 2021. 3. Landscaping shall be in compliance with current Industrial Design Standards. 4. The site shall be maintained in a clean and orderly manner. 5. Sign packages, including free-standing signs as well as wall-mounted signs, shall be designed in coordination with landscape plans, planting materials, storm water retention requirements, and utility pedestals, so as not to create problems with sign visibility or prompt the removal of required landscape materials. 6. Any exterior modifications to the site, building elevations and/or landscaping shall require administrative design review approval. 7. Outdoor storage shall not be permitted, and any outdoor storage containers shall be removed from the site. |
