Proposed Motion: |
Move City Council approve Agreement No. PW2-988-4516, with BrightView Landscape Services, Inc., for landscape maintenance areas 1 through 4, in an amount not to exceed $2,653,290, for a one-year period, August 22, 2022, through August 21, 2023, with the option of four one-year extensions. |
Background/Discussion: |
The City's Transportation Division is responsible for landscape maintenance of over 400 acres of property within the City. Work under this agreement includes trash pickup, weed control, irrigation repair, fertilization, tree trimming, mowing, and pruning/trimming for arterial street rights-of-way, medians, City-owned lots, and retention basins. This agreement also includes landscape maintenance for the Loop 101 Price Freeway frontage roads, Chandler Mall Transit Center, Chandler Airport terminal area, bus rapid transit stations, and a large portion of the McQueen Yard, located at 975 E. Armstrong Way. The areas described above are known as landscape areas 1 through 4. Of note, this contract addresses routine and ongoing maintenance of the aforementioned areas. It does not, however, include unplanned or emergency services such as rehabilitation/replacement of landscape areas due to storm damage, automobile accidents, or other such events. Those services are covered under a separate contract, which also appears on this City Council agenda. |
Evaluation: |
On May 20, 2022, City staff issued Request for Proposal No. PW2-988-4516 for landscape maintenance areas 1 - 4. Notification was sent to all registered vendors. Five proposals were received from the following offerors: 1. Artistic Land Management, Inc. 2. BrightView Landscape Services, Inc. 3. Mariposa Landscape Arizona, Inc. 4. Reyes & Sons Landscaping, LLC 5. Somerset Landscape, a Yellowstone Landscape Company The evaluation criteria consisted of the following categories with weighting listed respectively: Qualifications and Experience (45%), Method of Approach (30%), and Price Proposal (25%). Qualifications and Experience criteria included the review of each company's history, years in business providing similar services, staff experience, company training and safety program, licenses and certifications, and a list of vehicles and equipment. Method of Approach included the review of each company's approach to the scope of work, a description detailing how the company will handle maintenance of the multiple sites, review of the company's quality control plan, protocol for environmental spills, labor resources available, and how the company will handle major storm events resulting in damage. The evaluation of pricing is objectively evaluated using a formula. The evaluation resulted in a unanimous decision to recommend award of all four sites to BrightView Landscape Services, Inc., as the company scored the highest for all criteria and submitted the most advantageous offer to the City in accordance with the evaluation criteria. In addition, BrightView Landscape Services, Inc., is providing a 3% discount to pricing with the award of all 4 areas. The term of this agreement is August 22, 2022, through August 21, 2023, with the option of up to four one-year extensions. |
