Review and Recommendation: |
Any use that is not single-family residential requires a Use Permit within the Single Family (SF-8.5) district. The subject site received Use Permit approval for administrative office uses in 2018, with other minor stipulations. The proposed uses are non-intensive and are consistent with the residential conversion policy. These include a rental office and an office for an attorney. The site consists of a single home with a drive on the east side. This drive leads into a rear parking area where there are eight (8) parking spaces on-site. The abutting homes to the east and west also received use permits to operate commercial conversions. The site abuts Chandler Boulevard directly and is proximal to downtown. The previous Use Permit imposed a three-year time stipulation in order to evaluate compatibility with surrounding land uses. Since this time, there have been no complaints on record against the subject site. It is notable that the houses surrounding the subject site have also been converted to commercial uses through the residential conversion policy and have been used as such for nearly thirty years. Finding that there is adequate parking, low intensity of operations, compatible surrounding uses, and no issues with the previous granting of the Use Permit, staff recommends no time condition. Standard Use Permit stipulations shall continue to be applied, however. Staff finds this request consistent with the General Plan and Planning and Zoning Commission recommends approval. |

- The request was noticed in accordance with the requirements of the Chandler Zoning Code.
- A neighborhood meeting sign was posted on the site and on social media via NextDoor.
- A neighborhood meeting was held on June 27, 2022, at which no one but the applicant was present.

Recommended Conditions of Approval |
Planning and Zoning Commission recommends City Council approve the Use Permit, subject to the following conditions:
- Expansion or modification beyond the approved exhibits (site plan, floor plan, narrative) shall void the Use Permit and require a new Use Permit.
- The site shall be maintained in a clean and orderly manner.
