Review and Recommendation: |
Planning staff has reviewed the request finding consistency with the goals of the Residential Development Standards (RDS) and quality of design. Three architectural themes with three different floor plans are provided for the 22-lot subdivision. The lots exceed 10,000 square feet and the proposed housing product will supplement the need for large lot single-family residences. Staff finds the proposal to be consistent with the goals of the General Plan and the Southeast Chandler Area Plan (SECAP). Planning and Zoning Commission recommends approval, subject to conditions. The Development Agreement coordinates the development of this project with the improvements along Chandler Heights Road that are being completed by the City through its Capital Improvement Program. The agreement requires the developer to reimburse the City for costs it incurs for improvements and features to provide access to the development. |

- This request was noticed in accordance with the requirements of the Chandler Zoning Code.
- A neighborhood meeting sign was posted on the site and on social media via NextDoor.
- An in-person neighborhood meeting was held on Monday, June 27, 2022. Two households attended the meeting conducted by the applicant. General questions about home sizes, pricing, and construction timelines were asked at the meeting.
- As of the writing of this memo, Planning staff is not aware of any concerns or opposition to the request.

Recommended Conditions of Approval |
Preliminary Development Plan Planning and Zoning Commission recommends the City Council approve the Preliminary Development Plan, subject to the following conditions:
- Development shall be in substantial conformance with the Development Booklet, entitled "McKinley Glenn" and kept on file in the City of Chandler Planning Division, in File No. PLH22-0011, modified by such conditions included at the time the Booklet was approved by the Chandler City Council and/or as thereafter amended, modified or supplemented by the Chandler City Council.
- The site shall be maintained in a clean and orderly manner.
- The same elevation shall not be built side-by-side or directly across the street from one another.
- Each garage shall be pre-wired to provide 240V electrical capacity necessary to accommodate future electric vehicle charging equipment.
- Preliminary Development Plan approval does not constitute Final Development Plan approval; compliance with the details required by all applicable codes and conditions of the City of Chandler and this Preliminary Development Plan shall apply.
