Subject:
Resolution 5610 Amending City of Chandler Personnel Rule 16, Section 10 A to add Juneteenth as a City Holiday.
Proposed Motion:
Move City Council pass and adopt Resolution No. 5610 amending City of Chandler Personnel Rule 16, Section 10 A, to add Juneteenth as a City Holiday.
Background:
The City of Chandler recognizes the historical significance of the Juneteenth holiday and the opportunity it presents to learn about the past and reflect on the importance of freedom for all. On July 11, 2022, the City Council held a work session to discussion options for observing Juneteenth as a paid City holiday, and requested staff identify an option that fully recognized Juneteenth as a day of importance; maintained access to amenities such as pools, recreation centers, and libraries; and provided flexibility for City staff to observe days that may be culturally significant to them personally.
The personnel rule is being updated to reflect Juneteenth as a recognized City holiday, with specific parameters for use. Beginning in 2023, administrative offices will be closed in observation of Juneteenth while essential and other operations identified by the City Manager will remain open to serve the public. This new holiday will be in addition to those covered under public safety memorandums of understanding and will follow the personnel rule regarding use. Administrative office employees will be required to use the Juneteenth holiday on the date of observation, while those required to work may use it within the tax year. Juneteenth holiday leave must be used in the tax year it is approved and will not roll over from year to year or be paid out. Specific administrative guidance will be provided to City employees regarding the use of this holiday time.
Beyond the scope of this action, City staff will also pursue City Council's direction to identify ways to observe, recognize, and celebrate additional cultural and religious days of significance representing Chandler's extraordinary diversity as a community. Funding to expand these types of activities is included in the City's FY 22-23 annual budget.
Financial Implications:
Addition of this new City holiday is not anticipated to require any new appropriation of financial resources in the current fiscal year.
